Adopt a Resolution Establish a Quorum Rule for Town Council-Created Boards, Commissions and Committees
Adoption of an Amendment to the San Anselmo Municipal Code adding Chapter 9 “Gate Safeguards” to Title 9 “Building Regulations”. The proposed Ordinance Amendment is exempt from the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(5) because it is not a “project’ under CEQA; CEQA Guidelines section 15061(b)(3), the “common sense exemption”, because the proposed Ordinance Amendment will not have a significant environmental effect; and CEQA Guidelines section 15307 and 15308 as an action taken by a regulatory agency to protect the environment.

Consider Amendments to the Rules Governing the Use of Town Parks to Address the Use of E-Bikes. The Council’s adoption of the proposed resolution is not a “project” under the California
Environmental Quality Act, because it does not involve an activity which has the potential to cause a direct or reasonably foreseeable indirect physical change in the environment. (Cal. Pub. Res. Code § 21065).
Approve the Town of San Anselmo Stairs, Lanes, and Trails Program and Authorize One-Time Funding for Trail Improvements and Allocate Annual Maintenance Funding. The Town finds maintenance of existing stairs, lanes, or trails to be categorically exempt from the requirement for the preparation of environmental documents under the California Environmental Quality Act (CEQA) under CEQA Guidelines Section 15301 Class 1, because it involves maintenance of existing public facilities involving negligible or no expansion of use. (14 Cal. Code Regs. § 15301).
Approval of Town Hall Roof and HVAC Replacement Project. The Town finds this project to be categorically exempt from the requirement for the preparation of environmental documents under the California Environmental Quality Act (CEQA) under CEQA Guidelines Section 15301 Class 1, because it involves maintenance and minor alteration of an existing facility with negligible or no expansion of use.
That the Town Council consider options related to the interview and appointment processes for Town Boards, Committees and Commissions and provide direction to staff. Adopting a format for Council to continue interviews and appointments for boards and commission is not a “project” under the California Environmental Quality Act (CEQA), because it does not involve an activity that has the potential to cause a direct or reasonably foreseeable indirect physical change in the environment. (Cal. Pub. Res. Code § 21065).
Consider the reappointment of (3) three incumbents to the Flood Committee. The proposed decision is exempt from the California Environmental Quality Act (CEQA), under the “common sense” exemption, because it can be seen with certainty that there is no possibility that the activity in question may have a significant negative effect on the environment. (Cal. Code Regs. tit. 14, § 15061).
